Instructions:
- Preheat the oven to 180°C (350°F).

- Add the hamburger meat, seasonings, red pepper flakes, and diced peppers to the skillet. Cook for an additional 5-10 minutes until the peppers are tender.
- Pour in the beef broth and let it simmer for about 10 minutes to absorb flavors.
- In a separate bowl, mix the heavy whipping cream with half of the shredded cheddar cheese until well combined.
- In a baking dish, layer the meat mixture, followed by the cream mixture. Top with the remaining cheddar cheese.
